Jeanine Robbins knows the Orange County fairgrounds like the back of her hand. For two decades, she and her husband have made their living selling smoking-related merchandise at events like the fair and ongoing swap meets as co-owners of Paradise Cigars.

During the first few weeks of legal recreational marijuana sales, locals were still grappling with how they wanted their town to handle retail shops and consumption sites. Municipal boards around the state had until Dec. 31 to decide whether to opt out of allowing them, and those that did could not change their minds later.

By the end of December, only five Sullivan County towns and villages — Callicoon, Cochecton, Highland, Lumberland and Neversink — had blocked both dispensaries and consumption sites. In neighboring Ulster, only four of the 24 municipalities — the towns of Gardiner, Kingston and Ulster and the village of Esopus — had prohibited dispensaries.

The rest of the county seemed set to allow both, and that was how it stood until the vote by the Board of Trustees of the renamed Orange County Cannabis Company on Monday. The vote was unanimous, but the decision to allow the store to remain a private enterprise with limited public access is far from a done deal.
